根據 World Economic Forum (WEF)  <國際觀光旅遊競爭力 報告> (<Travel and tourism competitiveness report>, released at 9-4-2019)， 台灣的觀光旅遊競爭力是該區中跌幅最大的， 總排名從2017年的30， 狂跌到第 37名.   其他亞洲國家的名次為 Japan got No.4,  China No.13,  Hong Kong No.14,  Korea No.16, Singapore No.17,  Malaysia No.29,  Thailand No.31,  UAE  No.33,  India No. 34,... 

　

根據 2017年4月6日的 World Economic Forum (WEF)  <Travel and tourism competitiveness report> (<國際觀光旅遊競爭力 報告>)評鑑 , 台灣的重要項目如"自然景點吸引力Attractiveness of Natural Assets" (包括Parks公園, beaches, mountains山水, wildlife)排名全球 No.87, "Natural Resources"排名全球 No.55,   "Environmental Sustainability" 排名No.75(2015 年第69), "Price Competitiveness"排名 No. 46, "Hotel Price Index" (旅館價格) 排名 No. 89 (上次第82), 中國大陸的排名前五強項指標如"World heritage natural sites"與 "World heritage cultural sites"台灣都n/a, 柯文哲市長批評的香港與新加坡, 先天景點同樣不佳, 但其"Business Environment"與 "道路港口設施" 排名全球前2(台灣第27與16), "機場設施"第5與6(台灣第42), "Safety & security"第5與6。 台灣雖有高分指標如"Mobile Network coverage", "ATM"等等, 但並非"好看"、"好玩", 足以吸引觀光客源的強項。台灣看WEF應重視"觀光"項目分數, 而非總分、總排名, 因為根據台灣政府 "visitor arrivals by purpose"最新統計,  僅 7.61% 外國人來台是商業目的( business, conference, exhibition), 絕大多數(70.73%)還是觀光娛樂(pleasure)目的。台灣總排名落後亞太國家 ― 日本(No.4)澳洲(7)香港(11)新加坡(13)中國(15)紐西蘭(16)韓(19)馬來西亞(26)。

根據 另份國際著名的評鑑報告，  2014/2015 <名牌國家指標> (<Country Brands Index>) ，台灣的總分數也低於全球平均 分數 ( below average perceptions in both the Status and Experience dimensions. ――  "Value for money", "Range of attractions", "Resort & lodging options", "Would like to visit for a vacation", "Food"; "Historical points of interest", "Heritage", "art & culture", "Natural beauty", etc)  。

　

台灣缺乏強烈吸引力的美景、古蹟、美食、度假勝地、藝術文化等等，當然吸引不了國際觀光旅客， 服務品質等等因素也影響旅客重遊意願。 而其他亞洲國家， 有的同樣「先天不足」，但成績斐然 ， 在2015年的<Travel and tourism competitiveness report>入選名單中， 日本 排名全球第9名(安倍首相推動觀光立國)、新加坡 11名、香港13名、中國大陸17名,  2011年的入選名單中，新加坡第 10名、香港12名、Australia 第 13、New Zealand第 19、 日本是第22、 韓國32 、Malaysia35。Till 2016年末台灣從未入選 <Travel and tourism competitiveness report> (2011年~2015年國際觀光旅遊競爭力 評鑑) 前 30 名，來台旅客目的大多是觀光(自由時報, 9-5-2015)，商業務旅遊比例僅約7%，台灣與台北市政府相關單位都叫「觀光(Tourism)」 局，不叫"Travel"局，因此台灣看國際評鑑須注重觀光(而非商業旅行)細項，觀光客總不會為了台灣的高分項目 e.g. "網路普及(" internet users"排名第24) 、鐵路品質/交通網路 ("quality of railroad..." 排名第7 , ps: 2018火車重大事故，可能是問題的冰山一角) 、或是計程車便宜("taxi airport charges" 排名第17 ―― 但10-1-2015已"狠"漲價)，而飛來台灣吧?

　

聯合報電視(UDN TV, 8-23-2015)專題討論台灣觀光， 主張旅遊興衰也與國家的生活有關， 比方台灣人常到日本因為喜歡體驗美好生活環境；  不過，英國的<經濟學人> - Economist Intelligence Unit (8-2015)將台北的生活品質排名全球60，Mercer 的"Quality of Living"評鑑 (2015)將台北生活品質排名全球83，台中市第99，另Monocle's官網公布的2014與2015年最佳生活品質(Quality of Life)城市未列台北 。中國時報(9-21-2015) 引述台灣主計總處統計，台灣的空氣污染 ( PM10 : 41ug/m3 )與環境品質 皆在 OECD 國家中排名幾乎殿底 (by Directorate General of Budget, Accounting and Statistics, Executive Yuan, R.O.C. TAIWAN) ，台灣已成為"口罩王國"。台大公衛副院長: 台PM2.5空污標準落後15年，創造合法殺人環境 (1-4-2016, Liberty Times)。

然而依據MasterCard study (6-2015)來台觀光旅客人數的排行，台北卻名列世界第十一、亞太第六。( in terms of the number of international overnight visitor arrivals last year, Taipei ranked 11th in the world and sixth in the Asia-Pacific region./ Taipei Times, 6-6-2015 - see tbl. below)  且近五年每年14.9％的旅客成長率，更高居世界第一，台北吸金力驚人，旅客每人平均消費4萬3千元，整年替台北賺進２７８４億元！ ( fast-growing tourist destination over the past five years.)  Euromonitor International調查研究機構（1-28-2017）公布「全球百大旅遊目的地城市」(Top 100 city destinations)報告，以各城市2015年造訪人次為基準列出排名，台北市打敗東京和首爾外居第14名，台中市排名97。(No.1 Hong Kong, No.2 Bangkok, No. 3 London, No. 4 Singapore, No. 5 Paris, No. 6 Macau)

不叫好卻叫座，為甚麼呢?

美國媒體The Washington Post 華盛頓郵報 1-5-2018報導: (The Chinese government...) "encouraging Chinese tourism to this island" (中共曾鼓勵陸客來台 ... ) 。 中國時報 (China Times, 7-14-2015)指出， 這「反映出開放陸客的成果」 ――  靠共產黨'讓利'?

根據自由時報(7-7-2015)引述移民署與觀光局資料，中國客數量，從二○○八年的九萬人，二○○九年五十四萬人，一路增加到二○一四年的三百三十三萬人(正確數字應為 : 3,987,152)，平均以每兩年一百萬人的數量增加；此外中國的港澳旅客(1,375,770人)也大有助益。

◆   Alarm-bell sounds ?!

過於依賴陸客， 有立委認為(7-7-2015)，這未讓全民受惠，反而付出龐大的國安代價 (他們可能聯想到了日本侵華前的「參謀旅行」)。 另一警訊是，中國時報(5-15-2017): 520後陸客大減129萬， 觀光產值損失約627億，東南亞客消費力較差，導致觀光飯店、旅行社、遊覽車、精品店...陸續關門;  中天新聞(5-16-2017, 9:30am): 陸客每日消費USD120, 其他國家平均USD48;   雖然The New York Times (5-18-2017):  中國遊客數量的下降，可以在一定程度上被來自其他亞洲市場遊客數量的增加所抵消。   聯合報(8-27-2016)社論<觀光慘業的割喉流血才剛開始>指出，兩岸關係倒退，民間的交流惡化，首當其衝的觀光業開始了割喉流血戰， 接下來，連鎖效應將向旅館、航空、餐廳和零售等業擴散。  中國時報(12-19-2016) <觀光業一片榮景？ 業者：假的>: 今年陸客大減70萬人次，且跌幅持續擴大，陸客1個抵2個，平均停留天數為7.5天，且全台走透透，其他國家旅客平均停留3.5天，且多集中在台北都會區，陸客消費力平均日花227.58美元，只比排行第一的日客少0.01美元，且花在購物的比例超過52％，是其他國家旅客遠遠不及。  壹電視(正晶限時批1-22-2016)報導，有消費力的陸客團只進一條龍中資合夥企業消費、台灣無能收足稅、且中國旅行社欠積團費數十億。因此 學者專家認為，台灣應分散風險，開拓歐美、韓國、東南亞、中東的新客源，不要將雞蛋放在一個籃子裡。

　

只是，美國客僅 458,691人, 歐洲客更少 - 只 264,880，洋人總數僅中国旅客的1/7 ~ 1/8(UDN TV, 8-23-2015: 不少西方人視台為電子工廠云云)。台灣的觀光旅遊，不但無法吸引大量的西方旅客，東方旅客除日本(1,634,790人次) 也 很少 ，台人也寧願出國而不在台灣旅遊，去年來台觀光客991萬人，台人出國卻達1184萬人，"出超"193萬人，去年觀光收支被賺走1596億元，問題出在那裡呢??  

　

 TVBS( 7-14-2015 & 9-15-2015 8:59pm) 引述官員與學者主張，台灣文創應和觀光聯手合作、並提升軟實力； 只是，英國《MONOCLE》連續數年公布全球軟實力國家排行榜， 台灣都未雀屏中選， 甚至連年輸給中國大陸，以及日本、 南韓、澳洲、 新加坡、紐西蘭、印度 (India)、 阿拉伯(UAE)等，這些亞太的大小國家近年都曾進入前20+名排行。

　

台灣長年注重選票、鈔票，近年 才突然想 到文創軟實力，俗女(Woody Allen形容紐約為"美女")想賣氣質，豈有可得?  想撈觀光鈔票恐怕只得吸引更「俗」的觀光客、或利用好奇心(1~2次)、或靠中共讓利 ... 這些「旁門左道」吧?

幾個蕞爾小邦，Croatia、香港(14.16%)、約旦、泰國(10.87%)的觀光旅遊收入占GDP10%以上，馬來西亞、新加坡也有7%~8%(ref. 自由時報 10-22-2015, UDN TV, 8-23-2015 ) ，台灣若針對本文所述缺失大力改進，或應尚有可為吧!?

　

◆   西方歐美旅客不愛來台灣是有理由的，台灣應 該短線操作? ，此外，台灣人民的健康遠比觀光賺錢重要，趁著觀光議題徹底改善食安、 環境污染等等才是。

台灣虛弱的文創軟實力能幫助觀光旅遊業?? ● 台灣聯合報(12-21-2015): 台灣觀光旅遊"需要亮點"、"更好的文化創意"。  台灣的銘傳大學論文, 學者與觀光業前領導都主張 : “ 文化(culture)絕對是台灣在國際觀光上的加值關鍵”(聯合報12-11-2015,"拚觀光更須文化加值")。 TVBS (7-14-2015, 9-15-2015) :「想讓台灣成為觀光大國，得先從軟實力先下手」( soft power)、「由文創和觀光聯手 合作」(Taiwanese cultural creativity)。中國時報(9-20-2015)社論:「文化是建立國家品牌的最佳利器」。雖然英國Telegraph (Jan. 2017) 報導提及台北的"pioneering creative scene",  ，然而......不妨看看台灣政府的能力表現:
		●台灣政府企業標誌 Taiwan state-owned enterprise logo     ● 右圖:  西方標誌            ● 國立大學設計標誌         ● 右圖: 較早之韓國首爾標誌

● 然而，左上圖是中華民國經濟部的官方標誌， 始用於11-9-1993，對照下三圖為加拿大太平洋鐵路公司，自1968年使用的標誌，相似度不遜於日本因雷同西方設計而自行撤銷的東京奧運標誌。

除了相似，台灣官方認為「簡潔的造型更具國際化、現代化的美感。」， 該標誌正好相反， 既不「現代化」、造型也不若西方的簡潔俐落。
